This is what worked for me, nesting the entire sequence. I have a big hunch it’s the .mxf files, and it’d be great if premiere figured this out- but for now, the nest!

Ok, solved the problem. Although I couldn’t copy and paste it as an effect, I recorded the entire process as a favorite and then performed the operation on a batch list.

I found the best way for me to go about it was to create a ‘title’ rectangle that letterboxed the desired aspect ratio and laid that over the entire timeline. I could then adjust each clip to where I wanted it inside the same crop. I then took off the rectangle and did the cropping itself in adobe media encoder. worked pretty easily.

why is it better to have an even number out of curiosity?
