I had the same problem – was in contact with Blackmagic – they say that mini monitor only support up to Veags pro 9 ! You need a Intensity card for this to work in Vegas Pro 13 !

Maybe go back to version 12 – your laptop is to slow for Davinci Resolve 15 !

How did you find out that it is Vegas that is the guilty one?
Everyone receives the same version of Vegas Pro! So either is your computer or Windows 10 that’s wrong! My guess is that the conflict between the internal Intel graphics and your Nvidia 1060 card and its corresponding driver
