Here are some common resolutions for different video formats (the 16:9 versions are for widescreen):
NTSC – 720×540
NTSC 16:9 – 960×540PAL – 768

In your Viewport go to Edit/Configure/View/Render Safe.

In the “Coordinates-Tab”(Attributes Manager) change the Scale

Well, I am not sure what you like to achieve –
you could try a Vibrate-Tag.
If you want to enable position you might have
to put the vibrate-tag on a null and make the
object a child of the null.
For scale and rotation I believe you can put
the vibrate tag direct on the object.Cheers
