    I presume the Frame-Rate in your Project-Setting
    should be the same as your movie.

    With the camera selected in the Timeline choose File/New Track/Time.
    Option/Alt click the sequence (possible the X track) to open the
    sequence properties into the Attributes Manager.
    Drag the name Time from the Timeline to the box time Track
    in the Attributes Manager. You might have to create a few more
    keyframes and adjust them to your liking –
    You might use the F Curve Manager for that.

    One idea would be to adjust the Brightness
    in either the Details- or the Lens-Tab.

    Well, I am not sure about the animation of the light-noise preview,
    but the Surfaces-Shaders in the Material-Preview you can.
    On the Mac “Command-Click” the preview-window
    and choose Animate.

    Well, sorry I haven’t heard about this script yet,
    but I presume you could do this nicely with C4D’s
    own particle system in combination with the free
    plugin “Fizz”.
    I don’t have the Dynamics-Module but I think
    with that it would be very easy to achieve.

    Well, I presume it does effect the timing of the movement.
    The “F-Curve-Manager” is a fairly complex tool
    Please have a look in the Manual – Page 947.
