Are you referring to the trimmer and preview windows?
Sounds like the preview screen has the split screen view and set to either Select Left Half or Select Right Half. You may be seeing a secondary colour balance FX that you have inadvertently placed on the clip.

I too have experienced this problem in 2 projects.
This issue was reported on the Sony Creative Support forum as critical issue as well as being a potential candidate for fix in 10d, but due to its transient and hard to reproduce nature, I suspect it did not make it. I could not see it in the list of fixes :-(.
I believe the ‘workaround’ was to reimport or copy the media, using a different file name and replace all the affected clips on the time line. I have not tried it since I was able to render out my projects without need for further changes. I could see the gremlins had crept back in after I restarted my PC.

I agree with all that is said about Neat Video being the culprit, but is Neat Video really necessary? I shot a wedding reception at night recently and was advised by the client that they did not want any bright on camera lighting, so I had to dim down my LEDs. The resulting footage was grainy due to excessive camera gain which was visible on the timeline.
I do notice that when HDV is crunched down to DVD, a lot of the noise ‘disappears’. When I showed that to the client, they did not mind. I also showed them what I had done with Neat Video and they did not like the softening of the image at all. It made the 5 o’clock shadow of the groomsmen look a bit cartoonish like fred flintstone (the older generation on the forum will know what I mean). What I am trying to say is ask the client.
Another suggestion from an Edius editor I know is that he applies a pure black background (i.e. a black background text media event), above the noisy video track and reduces opacity of that event by 60-70% which supposedly minimises the speckling effect of camera noise. It is worth a try in lieu of Neat Video.

What make and model is your video camera? Might help us advise you properly, as 8mm cameras generally do not have USB connections.
Such cameras typically used a 1394 or firewire connection.How are you doing your capture? Take us through the steps.
Lastly, are you running a firewall? Some firewalls block the DV capture program that Vegas uses (vidcap60.exe).

You will need to perform a clean installation since you cannot directly upgrade/convert from 32-bit to 64-bit operating systems (or vice versa).
You can run the Windows 7 Upgrade compatibility checker to see if any of your components/applications require updating or are not supported.

I am a semi-pro, and shoot weddings and live events as a pro hobby. I started to build it as a business, but the wedding market to a price dive in 2006-7. I was lucky to be coached in a theatre environment by a pro who communicated to me via a headset.
People who like my work are generally prepared to pay half the market price, and I reckon I deliver quality that is equal to some of the pros. I just do it as a hobby now.
One way to simply match footage is to do a manual white balance on all of the cameras at the same time. It gets them close to looking the same. I usually run at 50 fps (not auto) and leave my cameras on auto-gain and auto-iris (as I once had an op who didn’t know how to adjust them properly). Focus varies from manual to auto, depending on what’s going on at the time. I leave the zoom up to the op 🙂

Lastly, the choice of NLE often comes down to personal preference and experience. I have had a number of issues with Pinnacle, Adobe CS3/4 and early Avid products (Liquid 6/7), to the point I could not produce the final product. Vegas has not failed me once.
