This sounds a lot like take last doc I edited
We had over 7tb of HDV media (HDV is simpler as we edit with camera original)

We spread the media over 4 smaller FW drives, and had 2x duplicate systems,
So 8 drives in all.
We had a drive fail at some point mid-way, and we spent a day and a half copying its contents over from the dupe

I was cutting on one and an assistant worked on the other
They need to be constantly up dated as music and other media is added
There is software that can d this, but I’ve always done it manually

We kept our fcp projects on one drive, along with media
Renders from memory were also on the same drive.

We did have another copy of the media offsite (in another country in fact, where the on-ine was being done)

It doesn’t have to be difficulty you are sensible about it,

Warren Lynch bought up the telecine machines from Video-8 when they closed for business.
he is based in Turramurra, Sydney, and can do a good quality super-8 telecine.

sounds like you have a miss-match in your frame rates.

as the newer sequence is conformed to the frame rate of the HD, (which is presumably the master format???)
you will need to tweak the edits to remove gaps etc.

you have to do this manually.
your overall timings should be ok, but you’ll have to deal with the individual edit points.

i agree that’s a pretty odd sequence settings,
and DV NTSC will make your still images look pretty bad.

but as to the short export..
are you rendering before you export?

FCP X has the same functionality as Pluralyes:
it can analyse & sync by audio

in FCPX… yes

in FCP7… no

when in trouble with the FCP widows,
hit Control U

or go to the Window Menu > Arrange

or simply “conform” all the b-roll to 30fps using CInema Tools
it’ll run a tiny bit slow, but for b-roll it might not be important.
the up side it doing the conform is instantaneous.

have you tried trashing your preferences?

i have also seen where a “same as source” option isn’t the export default when the source is non-standard.
is there something about your footage that is non-standard?

“there isn’t an actual “Apple Pro Res LT 23.98″ option in the drop down? All I am seeing is 24fps.”

a confusing aspect of the presets is that FCP uses “24” to stand in for “23.796”
so most of the time if you are working with true 24fps you have to go and create you own settings as most of the ones labelled as 24fps aren’t.
