Simply import the HDV file into an SD project and onto the timeline. You will need to change the Program Window’s zoom to 10 or 25% so you can see the HDV clip’s “handles” when you click the word Motion in the Effects Controls window.
Enable “Toggle Animation” (tiny stop watch icons) for Scale and Position and do like whoever reedits Hollywood wide screen movies to DVD and fit on a 4:3 monitor, much to the chagrin of the original director.
Imagine shooting a wide screen movie in a theater with an SD camera. -
AE’s Clone stamp tool, like the same in PS is not suited for flesh. I would try to animate a mask in AE of just the face’s skin and not the eyes or mouth. Depending on the acuteness of the problem, try the Median effect and/or Gaussian blur.

Best option is to down-convert to DV in the camcorder while capturing.
OR
You can just scale the HDV clip down in a SD project, but will pay in a bit of a quality hit. Or you can get fancy and do a pan/scan/zoom routine which can get time consuming but maybe more interesting than viewing the entire clip scaled to fit in a SD project. This will depend on the subject…talking head yes, football game no. -
You wont like the workaround either..it is the $500 Main Concept plug-in…it is smart enough not to render again.

Your best bet is a format that you can use to author a Blu ray HDTV disc in the future when burners/players/TVs are less expensive. These will not need to be re compressed again but cannot be reedited either, at least without a huge hit..
2 formats are available; Mpeg 2 and H264. In the Adobe Media Encoder you will see these 2 formats and a number of presets for each.
There is no DV.avi equivalent in the HD world without a 3 rd party card like Deck Link or AJA or the Cineform codec and saving those files for future editing will be tough due to the huge file sizes. -
Your Project Preset should be ” DV NTSC or PAL Standard 48 kHZ”.
Your concern may be due to the Program monitor squeezing the video to fit. Most of us rely on an external monitor for previews.
Try different zoom levels in the Program window. Also try updating your video card drivers. You are probably just exposed to a poor preview. -
Premiere Pro will not import other formats as well. I use Premiere Elements to edit or convert those. Either edit in Vegas or use Vegas to convert the format.

Sorry to be the one…there is no Santa Clause. Between changing the scale and recompressing the result again, there will be notable quality loss.
It is better to down-convert in the camera and capture as DV.avi
