Common issue caused by lack of memory. Resize the photos first to about 1200×900.

You should try making custom Desktop Sequence Settings to match the properties of your video. You will need the codec info…get free Gspot to do that. -
Premiere does not like very many hi res photos. Panning and zooming (scale and position) can be copied and pasted to many pics but being creative and productive with stills is best left to specialized apps.
Photoshop Elements has a nice slide show editor. I use Pro Show Producer which is an excellent app with many output options. -
What are the properties and source of your video files?

Dropping frames on capture is a deal breaker and must be solved first. Do we assume the footage plays back fine in the camera?
Describe your hardware setup including hard drives and % filled.
Virus/spyware scanners are often the cause and should be removed. -
Right click on the images in the timeline and choose Field Options and then Flicker Removal.

A small amount of reverb would be worth a listen.

It is likely that your hardware is inadequate to create a real time preview without dropping frames. The red line above your footage in the timeline is an indicator….turn it green and create new preview files by pressing Enter key with the Sequence window active.
