An advanced search of “one axis only” lead to this:
The above leads to a great tut, “Express Your Wiggle”.
The expression to wiggle only the y axis would look like this:
[position[0], position.wiggle(5,5)[1]]
position.wiggle(5, 5, octaves = 1, amp_mult = .5, t = time)
Or
[position[0], position.wiggle(5,5,1,.5)[1]]

Time remapping is the best way, but a quick and dirty way is to go to the time where you want to pause the video.
Make a still of that frame (Composition > Save Frame As).
Import the Still into AE and drop it into the timeline at that spot, below the video layer.
Split the video layer (Edit > Slit Layer).
Extend the Compsition 2 seconds (Composition > Comp Settings).
Slide the right side of the split layer 2 seconds to the right.
You can change the pause time just by sliding the right side of the split layer around.

If you’re going to take a Photo Sequence (or Filmstrip, .flm, my fav) into PhotoShop, you might want to search Adobe Exchange. Lots of good actions shared there. Check out the “most popular” and “Highest Rated” for sketch or drawing actions, some are pretty good.
