Depending on the tear, you might try CC Split (and maybe rounghen edges on an adjustment layer(above) with a mask to keep the edges to the tear), then use a particle generator for the Money, or use Dan’s 3D Particle Generator, and sub in your photo of money for the sparkle psd he uses in the Fountain Comp.

In the render Queue, set Image Sequence (your choice) or Filmstrip (.flm) and render out, the import to Photoshop, run your filter, then re-import to AE.
You haven’t been able to use PS filter in AE since AE5.5 or 6.

Next time try taping a green screen (or more appropriate color) onto the tv screen, then you can key it out and put a layer behind your footage, then you don’t have to worry about those walking folks.

When creating a mask with the pen Tool, if you just hover over one of the previously created vertices you get the Convert Vertex Tool.
With the selection Tool (V):
If all the verticies are bold (a little bigger) you can’t see the handles (like when mask shape is selected, the whole mask is selected), so click off to the side, then the verticies (little squares) get smaller and if you click on one of them you get the handles for that one and the ones before and after.
There might be a better way, but it works for me.
Oh, I just tried it using the Convert Vertex Tool and it works the same way, you need to select the vertex, not the whole mask.
You can cycle through the Pen Tools with G.

Oh, yeah you need to lengten the comp to 10 seconds.
Or, render a movie of the 2 seconds then reimport and right-click the footage > Interpret Footage>Main> then click loop and set it for 5 times, then you wouldn’t need the loop expression in the previous post. But the expression is the easiest, methinks.
