You need do parent each object individually to the null. That should work.

Did you parent the objects to a Null layer and then rotate the null?

This isn’t bad:
Adjustment Layer
Echo
-0.010
Number of Echoes 300 (Comp 10 secs at 29.97)Vector Blur
CL
Amount 9, wiggle(10,3) (Gives a nice soft Stroke with a bright hard line inner core, that fluctuates)White Solid 10×10 Oval Mask
Fill for Color if you don’t want pure white
Animate position
Motion Blur On for layer and CompPrecomp the above and put on top of scene/characters

Methinks you want Transition>Radial Wipe to reveal a Red Solid layer below (or whatever Red type layer you have in mind). Just set the center and Animate the Transition Completed (%) to match the second hand. You may need masks to make the Revealing red face fit the stopwatch.

This is a longshot but is there a field problem, or maybe the last part (an expression to make sure the corners of the text fall exactly on a pexel value)? This from an earlier post from Filip:

Q: Did you render the animation out without using Fields ?
Using Fields, it will look crappy on the monitor, but much smoother on a video. (if you choose the correct field-order !)
If you’re not outputting to film or the web (other media than TV or DVD), absolutely render with fields.I always add a gaussian or fast blur of less than a pixel (0.25 – 0.5) to any text layer.
Also, many people add an expression to the position after setting the keyframes so the text will always fall exactly on a pixel value and no differences in anti-aliasing of text occur from frame to frame.
the expresssion is:
[value[0], Math.floor(value[1])]
Sometimes this gives better results:
[value[0], Math.floor(value[1])] + [0,0.5]
do some short test-renders with each of these tips, and decide what works best for you.

Wiggle Y Only:
[value[0],wiggle(1,100)[1]]
Wiggle X Only:
[wiggle(5,30)[0],value[1]]
Wiggle X and Y seperately:
[wiggle(5,30)[0],wiggle(1,100)[1]]
You can tie any of the above to sliders, highlight the “1” in the first expression and pickwhip to a slider stopwatch (after you use, Effect>Expression Controls>Slider Control, then name it “Y Frequency”), then the slider controls that number (Frequency 1st number, amplitude 2nd number).
