If you use shatter the pieces will come rushing at you.

The version 4 (Pro) of Invigorator has one of the options you can apply to a material that does the shadow thing.
You can make an object (or collection of objects) in the Invigorator that closely resembles something in your footage and make it a shadow catcher.
That way it looks like a shadow from your cool 3d logo is passing over the face of the Statue of Liberty. (Or whatever)

Play with wave world or fractal noise and create a somewhat watery black and white thingy. Put it into a its own comp.
Bring that comp into your main comp (you can hide it if you want to)
Use it as a displacement map for your letters (along with a compound blur perhaps?) and mix in some watery background. Then keyframe the displacment (and blur) from a lot to not much.That may give you a start in the right direction.
