Place your picture where you want it scaled etc. Then parent it to the bigger picture. When you raise the bigger picture’s scale the little one will be raised right along with it…

About halfway down this page there is a tutorial for using Trapcode’s Shine to reveal something with electric shimmering.
That’s only one option.

You can make it a 3d plane, but you won’t get bumpiness. You could possibly get waves in the road with a plug-in from Digital Anarchy called3d Layer, so purchase and have fun.

It’s included with certain versions of AE (I have 6.5 Pro). It’s a seperate install on the cd.
