Here’s two ways to do this…if I understand what you’re asking.
1. Make all your layers, move your playhead and ctrl+shift+d or cmd+shift+d, this splits the layers, apply the expression to the new layers.
2. Tie the expression’s randomness or amount to a slider effect on a null layer. Then keyframe that slider from 0 to whatever.

Could you use photographs of rocks and make the teeth out of them in Photoshop? Then just use AE to reveal them. You would want to put some particles for dust and other stuff coming off of them too.

Without a still frame or other actual example of your footage I can’t really tell for sure, but from what you’ve said I would assume that you are going to have to do quite a bit of rotoscoping.

In Zax you can make the sides have a completely different material from the faces. Texture, color, reflectivity…everything can be different. Is that what you’re asking? ‘Cause, if it is, yes you can with Zax. If not, I apologize.

Dave’s answer is good. If you don’t need it to look very realistic a very quick way to achieve this effect is to duplicate your footage layer. Set the layer’s blending mode to “darken” and then apply a blur effect, such as fast blur. As you raise the blur level it begins to take on a painted/sketched look (for SD footage, I’ve found that 15-ish works, depending on the footage. (You’d also probably want the entire thing to be about 10 frames per second instead of 30.)
It’s a strange trick, but it’s one of my more fun ones.

That page is over a year old and is very out of date. YouTube’s uploading process has completely changed since then. For example, you can now upload HD footage. Look for a newer source.

Do you mean to have footage look as though it is an animated painting or do you mean you want the footage to arrive on the screen in splatters?
