If they are on a Beta Tape they should be back to 720×480. Try just capturing them as normal and see if they look correct.

make sure you are using 16:9 aspect ratio and 24P frame rate (unless your 720P is 30P.
Going to compressor from a TCP will give you the best results, it ties up FCP but I think it is worth it.
Also try use CBR instead VBR.

You are correct Pan delivers 24P over 60 both with its decks and cameras. Some HDCAM can record 24P.

Why are you reading the manual, sorry that is a bad joke, since nobody seems to read the manual before they post simple questions. (which yours is not)
I did a quick test just to make sure that things didn’t change with the massive upgrade to DVDSP 4.2, okay another bad joke, but the inspector still says the footage is 29.97. That has always been explained is this is the way a DVDs TC works and then when a play is setup correctly, Progressive, and hooked to a Digital TV the video streams that are flagged as 24P will in fact be 24P.
I have to admit this seems backwards. But if you step throw the video in DVDSP timeline you will see that there are duplicate frames for the pull down but the same file viewed in QT will not have those frames.
To test the final DVD you can step through the video and you should not see any of the duplicated frames.

This is the way DVDSP reads it, don’t know why, confuses a lot of people. Sounds like you are good to go.
You will have a true 24P DVD, and the DVD player puts in the pull down when played back on a standard on digital TV.

For DVCProHD seq and footage should NOT have anamorphic checked.
A cheaper option than getting a new card is to buy a $200 SD TV with 16:9 capability. Toshiba and Sony both have this feature even on a 20″ model.

The other key is, never order and RAM or hard drive upgrades with your system, get them somewhere else.
I’ve ordered a couple reburbs and have no problem is I get what I need.
Also getting the middle of the line verses top end makes sense. People talk about computers becoming obsolete but there are still a lot of people editing on G4s.

You can just do a export with quicktime – make self contained and use current setting.
