PN will not work with the Firestore, in fact it does not work with firewire so no signal will be going out of the camera. But the new firestore has its own removal scheme use the camera is set to 30p or 24p. as it records only the desired frames and gives you the longer record times. The problem (not the cameras or Focus’ fault, just the way it is) you cannot have the P2 card and the firestore recording the same way at the same time. One or the other will not be in the “native” format.

If you want the 24p look you should shoot in 24p, it makes no sense to do it 60i. The conversion will never look as good plus it adds a lot of render time, and it is easier to go up to 29.97 from 23.98 if you need to later.
720p @ 24p (23.98) gives you the most versatility since you can do the speed adjustments in camera. You also get the longest record time (24pN). The key is to pick one format and stick with it. It is also very easy to cross convert the project when completed, so if you shot in 720p and later need a 1080i master all you need is a system with a Kona3 card (or IoHD) and it will spit out a 1080i (or other way around).
Even though the camera can do doth i kind of think of it as a 720P camera,

23.98 streams have flags set for the pulldown and this is what is being displayed in the inspector, you are fine here.
Don’t know what to say about the crashing.

regions are different than video standards (NTSC/PAL) they are kind of a gatekeeper. Papers Please. If the DVD has the correct region key the player plays the DVD. And yes all you need to do is leave all the boxes checked.
As for PAL, most European countries have DVD players that play back NTSC disc, the need for conversion is not that big of a deal anymore (not true for PAL in US though). Making a PAL version of a DVD is a complete reauthoring, all the assets need to be converted. PAL and NTSC cannot live on the same disc.

You have something wrong. H264 normally has video and audio together.
If you start with the for Apple Device preset make sure the include audio is checked or for others that audio is enabled in the encoder tab.

I know I cannot push this too hard, since it is out of spec but I think there is something wrong with the computer as a whole. Since the IoHD is doing most of the work and FCP can playback ProRes footage just fine and I just have the problem with capturing it.
But I’m not pressed to upgrade so much that I cannot wait to see what comes out in Sept (hopefully).

There is a way that things can change without our knowing it, but normally they are human errors that happen when we are not paying attention.
But do bring in an old file that you know use to work. If it still does, it tells you that the problem is before DVDSP.
Make a brand new preset and see if that works.
Also start making really short test encodes until you solve the problem.
if you want make a droplet of the preset and email that to me and I will see if there is a wrong setting.

If quality is what you want you should be going through Compressor. You have more control and more featured resizing. For the aspect ratio, in compressor in the geometry tab, pixel size, set the drop down to custom 16:9 (square) and it with convert the count to 16:9.

Your only goal at this point is to get the Video TS folder copied to a hard drive, anyway you can. Once you have it you can burn a proper DVD.
Using Toast one way to set it up is DATA > DVD ROM (UDF) making sure the VIDEO TS is on the Root level. Make sure there are no .lay or .layout files in this folder.
or the newer versions of Toast can do it under VIDEO > DVD-Video from VIDEO TS folder (this method automatically removes any files that are not suppose to be in the Video TS folder.

There are a lot of flavors of mpeg2, do they have the extention .m2v on them. You have not made a Transport Stream by mistake have you.
Some trouble shooting steps.
If you bring in an old m2v file does it work? If it doesn’t trash all the prefs it that doesn’t help you may want to totally reinstall compressor.
