The poster needs to state what level of “authoring” he needs to do.
Compressor, Encore and Toast all can do a preview level of BluRay but no real authoring as you would expect on a replicated disc. For that the only inexpensive program is DoStudio’s Netblender (https://www.netblender.com/main/buy/pricing-information/) Which starts at $4K if you get the encoder software. It is also a PC only program, but can be run in BootCamp.

There is a huge gap there. No way those to lenses would be enough for most shooters. You have a wide and then an extreme tele.
The comment on most of the Panasonic lenses is that they are slow, starting at f4 and going to 6.3 (if think on some). So you give up some of the shallow Dof that you get when you have a fast lens. But fast lenses are expensive. So if you get this lens it should be a useful outdoor or well lit indoor lens that you can use. I have not read any negative about the quality of the lens, just the slowness. Then you start buying the expensive primes. I think that is a good road map for lenses.

De-interlacing throws away a lot of information and then you are printing to an interlace source it makes no sense.
If you think you have to you should at least do it in Compression with Frame Controls on and De-interlaced set to BEST (as David said you want to down scale your video here also) This is not a quick process but it will give you a lot better quality.
So you export your sequence out as a Self-contained with Current settings and then down convert in Compressor, and if you must, do the de-interlacing at that time.
Also have you asked if the cinema can take a BluRay disc. That would project a lot better than a DV tape.

I got this call once, and it was in fact they were listening to channels 3 and 4. So if they send you a clip make for they send a source file. If they export they will be down-mixing all the channels to stereo.

You choose which one you want to listen to, if you monitor the recorded there will be a delay but that is normally what would be expected.Without posting a segment of the issue there is no way of knowing.
BUT here is one thing, the HVX and HPX always record the camera mic. So if the producer is not turning off the camera mic he is listening to a mix of the built in Mic and the Lav, which would sound like crap. If you have a external mic you will not hear the camera mic through the headphones. Hopefully this is the problem.

That is not a proper editing resolution, it is what SD 16:9 is converted to for square web resolution.It needs to be enlarged to fit into a sequence with the setting of 720×480 anamorphic in FCP pro

FCP will only render what needs to be rendered. The footage that has nothing done to it will not be rendered unless you don’t have your sequence set right (as in not matching the clips)

CSS is worthless if you ask me but if you really want to have it on the disc. When you format set it to ddp 2.0. This will be a single file that you cannot open. Burn this to a disc. The ddp file is what goes on a DLT tape. .IMG files are known to cause a lot of issues.

But I don’t think you read what was said, there is no need to get a 720×480 ProRes.
WIth your sequence’s compressor set to ProRes (not ProResHQ) export your movie as Current Settings and Self-Contained. Take that file into Compressor, use a DVD m2v preset, but in the Frame Control Tab, turn it on and set the Resize filter to BEST. Encode
