Richard is correct. The TC1 track always reflects the project format. You are in a NTSC project which is defined as 29.97 (DF or NDF). 23.976 and 24 are manufactured frames from the NTSC video and are calculated as such with the readers, but not the TC1 ruler in the timeline.
The 1080 workaround suggested by Richard is the only solution as 24fps is a defined frame rate and SMPTE standard.
Would it be a nice feature to change timecode format in the rulers in the timeline? Yes it would.

Sounds like a bug or something has changed in the more recent version. Might need to get a hold of someone at Avid.

Do you have the cadence relationship set to “A” frame on :00 in the Film/24p settings? This flags an overall relationship for capture.

You never say what you want to do in the first place as your end result. I am going to assume you want to sync audio to video? If so, no need to make a sequence. For that, you just need the common timecode to be in the same column. For the clips that have the proper timecode in START, highlight the column and do a command-D/control-D and select the AuxTC column where the other timecode exist. Move all the clips to the same bin, select all, autosync based on AuxTC column and done.

400 or 800? I would suspect USB3 or eSATA will meet the same speed requirements accordingly.

Thanks John – I remembered seeing that somewhere. Promote, promote, promote. I can’t remember if it does an analysis of the pulldown and applied as needed, or of it defaults to the same cadence at the head of every clip. I need to check that one of these days.

“In theory” when capturing in a 29.97 project (assuming 29.97i) and then opening that bin in a 23.976p project, a motion adapter is automatically applied and should look to the content for 2:3 removal. It seems in this case, it is just making an assumption for first frame of clip to something or another and removing/combining the wrong fields.

Maybe it is because this drive had been mounted before? What happens if you unmount it from the system. I am not in front of an MC right now, but at the bottom of the File menu there is something about mount/unmount. Try removing it and see if it helps with the automount turned off.

v6.5 brought the capability of turning off auto-moount which is the issue you are seeing and want to turn off.
