Use MichaelP’s method if you’re using motion effect. Drop your clips into a timeline, apply the effect, then load that sequence into your source monitor.
Or, finish your edit, make a video mixdown of everything, then apply a motion effect to mixdown to deinterlace that. Or use a compression program that will handle the deinterlacing for you.
Why are you trying to make it progressive, though? Of you’re burning it to DVD it will likely be played back on a TV, right? If so, you want the interlacing so it looks right (and deinterlacing can add artifacts to the footage).

Are these Quicktime files encoded in the DCVProHD codec? If they are, you need to buy a decoder like Raylight or Calibrated to view them. Or if you’re on a Mac, buy FCP and install it (I’d opt for the decoder).

Yes. Here’s how:
Lay your source clip(s) into a timeline – apply your effect(s). Open your effect editor and Alt+Drag (or CMD+Drag) the effect icon to your bin. It will save the effect “with source”. Now you can load that effect into your source monitor and it will act as the source clip with the effect applied. If you have several effects on a clip, just Alt+Drag the topmost effect to your bin and it will save the stack of effects “with source”. Cut away.
Another way is to apply the effect to an empty track above your edits. For example, if you need to apply a film effect to all the video on V1 you would apply the effect to V2 (which should be an empty track) and it will effect everything on V1.

Step into the effects until you see just the source clip and overwrite that. When you step out, then, the effects will still be in place and applied to the media you just cut in.

What is the original size of your jpegs? If they’re larger than your project resolution than you need to use the Pan and Zoom plugin to maintain their original size (and pan/zoom across them, if you want).
Also, change your import settings from “Invert on Import” to “None”. That’s for your Alpha channel, and jpeg files don’t carry an alpha.
Regarding the black effects window – I’m not sure what you mean. Can you post a screen grab of what it’s doing? If you’re not seeing the effects, make sure you have “Render on the fly” checked. It under one of the menus (I can’t remember which right now and I’m not in front of an Avid).

Do you have Avid hardware you can hook a DVD player to? If you have the Mojo, MojoSDI, MojoDX, or NitrisDX you can run your DVD player into it, turn off deck control, and capture on the fly. You won’t be able to batch capture if you need to later, but it gets the footage into your system.
Otherwise, check out MPEGStreamclip. A lot of people use it to convert DVD files to quicktime or another format for import.

I don’t think they’ll ever release ProRes for encoding on a PC, but if enough people request it maybe a miracle will happen.

You can’t encode to ProRes on anything but a Mac with FCP installed, so I’d do what Dave suggests and go with Animation or png. You’ll just have to wait for it render when you take it back to your FCP system.
Write a note to Apple and request they release encode versions of ProRes for the PC. That would simplify your workflow immensely if they did that.

Glad it worked. We haven’t upgraded to 4.0 yet, but I’ve played with the demo and it’s a thing of beauty. Makes working with mixed framerates a non-issue.
Also, if you want to center-cut your footage instead of letterbox it, use the Pan and Scan effect. It’s under Reformat as well.

Capture the material into a 720p 23.976 project.
Open your 30i project.
Choose Open Bin from the 30i Project window’s fast menu
Navigate to the 720p23.976 project and select the bin that has the 720p24 footage.
Cut away.
Media Composer 4.0 will automatically adjust the frame rate for you. You can then promote the motion effects it applies to the clips to adjust the interpolation settings for better quality.
