You seem to have covered a lot of bases. Is there any chance that there is a quicktime movie in the project that was made from a couple of clips, was not self contained and the some of the original media has been deleted including and aif?
Have you searched for the movie file that it hangs on and opened it in Quicktime to see if it misbehaves there or just plays a bit of the file?

If you set your Canvas to 100% it gives a more accurate display to see if the flicker is a problem or just a display artifact

In the FCP sequence prefs you have options for multiple audio outputs. Choose 4 track (dual stereo) and then in the sequence patch the audio outputs so the tracks don’t mix.
Right mouse click near the lock on each track and a dialog box will pop up to send the track patch as either 1&2 out or 3&4 out. Make sure each stereo mix is panned hard L&R

I was given a project on a Drobo once. Once was enough. I had all sorts of trouble getting it to reliably connect via FW800 and although running HDV codec, I had to render as ProRes on my internal RAID as it wasn’t fast enough to play ProRes 1920 x 1080 which I can comfortably do with Lacie and WD FW800 drives.
Big thumbs down here for speed and connect-ability.

Is the flickering on your external monitor or just the FCP edit screen?

Search the FCP manual for clip linking. It is an excellent way to learn how to do the basics.

Also do a search here on Canon 5D. The correct workflow has been outlined here many times.

Nearly every camera requires that footage is captured or transfered. Choose your camera based on what you need to do with the camera first and foremost and then decide on the practicality of post production workflow.
Personally, I am waiting to see what the RED scarlet is going to be like. Meanwhile, I am somewhat amazed that FCP doesn’t edit H264 native yet. They were able to make HDV and XDCam work as edit codecs so I am wondering why they can’t make H264 an edit friendly codec yet.

Your timeline should be 1920 x 1080. So your export is the same. This is square pixel and true 16:9. FCP has already corrected the HDV by applying the distort.
If your sequence is set to 1440 x 1080 then you can correct on export via Compressor, setting the file to 1920 x 1080 on the geometry page in the inspector panel.

What does it look like on your external monitor, assuming you do monitor on a setup external via an I/O card (Kona, Matrox, Decklink etc)
If it looks OK and there is just one broadcaster having problems, then I suggest the problem may be at their end. Curious though, how are you delivering the final to each broadcaster?
