I recently resolved this at one of my customer’s sites. They had a storage volume named Library. Had to rename the volume and Premiere stopped throwing the error.

I think Greg is on the right track here. You could disable the hardware and/or try disabling the mercury playback engine as a test. Run some media local as well if neither of those help. Once you narrow it down it should be easier to get the correct help.

You may want to look into IoMeter.
The GUI is windows only but can run benchmarks on the mac using the Dynamo agent.
You’ll probably have to read through the docs.

Fibre or Ethernet attached? Generally the Tools drive on fibre attached machines can be added to an exclusions list in the Anti-Virus which should allow connectivity.

We were able to get this working by renaming the ManagedAMAFolders.xml file in Users/Public Documents/Avid Media Composer/AMA Management folder

What have you done as far as troubleshooting so far?
Trashing Avid settings etc.?
