I’m not sure what you are doing. If I keyframe, say, the position and rotation of a still image that is 3 second long, and I then drag out the end of the layer in the mini-Timeline to extend it’s duration, the keyframes are unaffected. If I want the keyframes to scale proportionally over time, I can hold down the Option key and drag. So seems to me you can do it either way.

Instead of copying the behavior, duplicate the layer the behavior is applied to, swap out the contents of the layer (by dragging the new image/movie from the File Browser to the layer and waiting for the hooked arrow), and then offset the phase.

Just change it’s end condition to Hold and stretch it out.

Because it’s being rendered to your sequence codec, that’s why. What codec are you using? If it’s DV, no wonder – that’s a horrible codec for graphics.
