Sometimes the IT systems folks go overboard with their “security” initiatives. I think you need to sit down with them and explain your needs. It seems that unless they can guarantee immediate support throughout the time you need it, then you should have an admin password.
There’s a fine line between “locking away” all of the tools so they’re safe and using those tools to create what you want.

Aaron, you’re Hosed!
First, ask yourself, why do you want to work @ 23.97? Are you doing a film out? Is there any film in this project? What is your final distribution format? If it’s NTSC, SD tape, then it’s going to playback @ 29.97… and you’re already there with your original material from the dVX-100.
It seems to me that you’re creating a workflow that’s doomed to fail. Before you get too deep, find someone who’s done this before and seek their advice.

ooooooh. You’ve never even seen a D-5 machine and you’re gonna punch in to the master???? You’re just asking for trouble! Assuming that you can get it set up properly, with the correct reference signal, rs-422 control, and settings configurations, then….
At the VERY LEAST get another piece of D-5 stock and do some tests for frame accuracy. Once you’re satisfied that you can achieve consistent results, only then should you try on the master.

You have a “people” problem, not a technical problem.
We operate 2 X-SAN systems with almost one hundred seats. They ALL are connected to the internet. While I understand the “island” approach of your IT person, I personally believe that his position is outdated and myopic. So many programs now rely on the internet for updates, authentication, etc. that we could NOT function easily without web access. And.. of course, there’s your original point about moving files.
As the IT world and Post production world are forced to interact, you’re going to see many more of these kinds of discussions. We’ve adopted a “mutual education” approach between post and IT. I teach them about timecode, video codecs, and FCP quirks, and they teach me about TCP, SMB, and DNS. The fact is that we can NOT exist without each other. Our X-SAN uses their ethernet switches for our “private network”, and of course, has to go through their system for internet access.
My best advice is to take your IT guy out to lunch, and have a heart to heart about this situation. Our world has definitely changed… and now so is his. He’s got to adapt too.

Archival footage, “throw away cams”, stock footage unavailable in other formats… there’s plenty of reasons why you may have mixed formats in a single project.

Pay the $49.00 and upgrade your target system to 5.1.1. The time, effort and confusion created by these work arounds simply aren’t worth it.

Unless your delivery format is HD! Then it’s the opposite, pull everything up to the highest resolution so that GRFX, renders, etc. look as good as possible.

Try contacting the distributors of those titles, but I doubt that they will give out that information easily. Beware, that in Hollywood, the BoxOffice numbers can sometimes be as “creative” as the film itself. Do a google search on “DVD sales figures”, and you’ll find some interesting reading.
