Same thing, the official name is of the effect “clouds”, it is made of fractal noise.

Take a look at the tablet settings in the Wacom control panel, most likely the answer can be found there. If not, you may need to reinstall the tablet driver.

I would tell the presenter not to move around.
If that is not possible for some reason, give them a “tracking point” such as a white tie pin that is easily tracked with a point tracker and use that one point to track and stabilize the footage horizontally with a smooth expression.
(You said “tracking the points” which makes me think you are using something else than a single point to track. Tracking a single point should be way faster.)

1) Is the camera moving?
2) Is there a person or something else in the foreground that you want the particles to go behind?
3) Was it shot on a green screen or do you have the background already in the shot?
4) What is the trouble you are having with camera tracking?

Should be a simple matter of duplicating the footage, masking off two pieces of the wall above with a feathered mask on the copied layer and moving it down to cover the seam. Possibly a slight curve is needed to match the luminosity.

Pixel Motion Blur work great in most cases.

I’d suspect it is an Illustrator issue rather than AE. Are you on CC15? Can you upload a sample AI file that creates this problem for you, I can see it it works at my end?

Here’s a quick concept:
1) Generate fractal clouds, add noise, blur, stretch horizontally
2) Polar coordinates
3) Liquify
4) Duplicate layer and rotate, 50% opacity, mask out discontinuity line
5) Curve, dodge and burn to even out -
You can animate 50 items separately with a single instance of Element. Can you post a screen shot of what you are trying to do?
