You should be able to select your footage in the bin, right-click, and select “Modify–>Interpret footage” from the menu. Tell it what frame rate you have and it should then conform to your instructions.

What I do is build the first version of the element in After Effects. Then I send it to Media Encoder – I do *not* render it within AE. While the first version is rendering in Media Encoder, I can make the changes for my second version of the element and send that one to Media Encoder. Continue as many times as you need. Then drop in the finished renders (with better playback than dynamic link, I might add) into your PPro timelines. Done.
That is the workflow that makes me happy. But like I said earlier, to each their own.

Your footage is on a separate drive, or the C drive?
What video hardware? Software or hardware rendering?
What version of Windows?
What version of the Adobe Suite?

Not all TV makers will support the same file types. And the really cheap TV’s can be a crap shoot regarding what they will play.
As for folder support, again, this may vary from one TV brand to another. I believe most will support folders.

As for changing the sequence to 1080/30, that depends upon what you wanted for your final product. If you want your finished work to be 1080/30, you’re all set.

Hard to say without seeing it. But ultimately, it is a light source. You probably cannot flag it out in post without creating other artifacts or issues, especially if it is on her face..
