I would say it’s the video card drivers. what card do u have?
Try to go back 1 version of the drivers.
If it used to work something has happened to corrupt the system. Have u tried the uninstall and clean script yet?

Try this…
Find the Adobe Folder in the User Documents Folder. In the Adobe Folder there should be a Premiere Pro Folder in that there will be 4 or 4.0 Folder. If there are any other folders, rename them all with a _ in front of them.
When PPro relaunches with holding Shift Key a new Folder will be built in place with name 4.0
Make sure you have the Menu… Workspace>Import workspace from Projects is unticked!
Start a new project see how that runs. Import a know problem project see how that runs. If all seems well. Try opening a problem project directly and see how that runs.
Hopefully whatever has become corrupt is hidden in this folder of preferences and it’s been rectified. This is not a common problem so I would say there is something unique about your situation. If this doesn’t do it you’ll have to reinstall.

You need to uninstall them both and then run the clean script. Make sure it removes all Cs3 and CS4 items.
Reboot the Mac, then if you ever want to use CS3 install it before CS4. After running the reinstall of CS3 (or CS4 if that’s all you want to use) reboot. Open a project.
If there is something not right here you have should go and buy a tattslotto ticket, because you can’t have this much bad luck without a winfall on the other end of it!

I think you’ll find the 60p in a lower frame rate is causing the problems and there may not be a true way out, it technically has to squash the 60p frames into 24p frames so they have to blend together in order for all the information to appear. Progressive is not very forgiving in this area.
I would suggest you try as an experiment to export to 24p from a 60p timeline and see if that creates a cleaner result for you. Just export out a quick 20sec.

I would definitely clear your preferences by holding down the keys ALT+CTRL+SHIFT immediately after you launch PPro and hold them until you see the start screen – to clean the preferences.

Setting the maximum quality tick in ame could help too. It’s hidden in the little options on the right.

It looks like the banding that happens when going from a 32bit on PC to a colour space down to 8bit for tv.
Try using a different vignette. I’d say the colouring is too much of a gradient fortue compression to work in. 8bit colour spac has far less shades than even 10bit.
Experiment with another shade. You should be able to see how it would look in after effects in an 8bit colour space with a render.
What r the settings used for mpeg2. There could be something in the compression settings too.

(u really shouldn’t have installed cs3 after cs4, u will need to install cs4 again.)
try refreshing the preferences by holding down ctl+shift while launching ppro.
Otherwise it seems like a Gfx card driver issue. I know it looks fine for other apps but that doesn’t mean much as they aren’t all using the same code to show their ui. Did u update ur video card driver recently?
If this doesn’t appear to be the issue I’d make sure to uninstall cs4 and cs3 then use the adobe cleaner (do a quick search) to uninstall all the little leftover files from the cs3 and cs4 installs. Something has gotten corrupt. Use cleaner to remove everything. Then reinstall. Make sure to install cs3 1st. As it will kill some cs4 functions if u install after cs4.
Hope the prefs refresh helps and u don’t need to go crazy with reinstalling.

Technically you r correct but there is no guarantee you’ll get full quality full frame rate and audio lag. Best to render if u want to even device out to tape deck to ensure quality. But then you might as well go to tape properly too. 😉

The software cycle is about 18-24mnths between releases. CS4 was released in oct 08.
