First thing it is very clearly stated that only FCP5 and DeckLink 5 drivers are supported in Tiger (10.4.x)
I would recommend going back to Panther (10.3.9) with the DL 4.8 drivers.
It could also be
Wrong framerate settings
Wrong Ref being fed to deck or DL
Broken timecode on tape
Faulty cablesYou could also try changing your device control setting to “use deck search mechanism”
And also change in systems settings to warn about broken TC after capture, so at least you get the material in and can see if the clip is useable.Jonathan Smiles

Your main options are:
1, Create DV sequence, drop in HD sequence, render, output to firewire2, Hire DV deck with SDI input and use Blackmagic downconverter.

2 channel PCM audio on SPDIF out from DeckLink Pro into Denon Surround Amp or Edirol Digital Speakers.

If you have a DVCPRO-HD VTR you will notice that in other mode apart from 720p 60 (59.94) or 720p 50 it outputs upconverted 1080i.
You can only output 720 60p or 50p over HD-SDI, so for 23.98 you will have to add pulldown to get 59.94p, or up convert to 1080 which does support 23.98/24psf.

This is what I use for real work and have clients using for major TV and feature work.
I would put a DeckLink HD Pro Dual or Single Link in system 2, and use a JVC 1910 HD CRT with analogue input for monitoring.
You could start by using your existing monitor and having the DeckLink downconvert to SD and get a HD monitor later.
In another thread Bob Zelin, talks about not bothering with CRT for HD as no consumer ever sees it on a CRT, if you submit a program for broadcast it will be tech reviewed on a CRT.
To get the best of both worlds we normally also have a HD projector (cheap 720p lcd to 2K 3 chip DLP or D-ILA) , LCD or Plasma connected, it’s like having different size speakers in an audio recording studio.

This is really a 720p over SDI thing, as 720p only supported 60p over SDI.

Yes, the DeckLinks detect the flagged frames and removes them on the fly.

Correct, the Pansonic/Apple plug in only works for DVCPRO encoded clips, if you transcode to DVCPRO it will work.
Using Cinema tools to slow a 60fps (59.94) clip to 23.98 works as there are no flagged frames, any other shooting speed and there are flagged frames.

The DeckLink HDs already support DVCPRO-HD at 1080, we use it as an offline format all the time. The HVX200 1080p modes are 30p and 24p which are handled as PSF just like HDCAM.

Realtime conversion to HDV, will not work!
Set your HDCAM deck to output anamorphic 16:9 not letterbox on it’s SD-SDI output.
Encoding into HDV will be very slow on a G4.
My suggestion talk to someone with a G5 with a DeckLink HD and get them to do the HDCAM to HDV transfer.

Offline DVCPRO-HD and online uncompressed is best, you can always hire in the uncompressed system.
This will deliver sharp pictures that do your HDCAM footage justice.
You would need a DeckLink HD (GBP 350) and hire a JH3 to get the footage in.
