Select the keyframe on the left and make it a Hold keyframe: Right click it and choose Toggle Hold Keyframe or you can Command Option Click it (Control Alt Click on PC).

Select the footage and press Command Option R (mac) or Control Alt R (PC). Be careful though as this will also reverse any keyframes applied to the layer. You can also use Time Remapping (LAYER > ENABLE TIME REMAPPING). Select the keyframes that are applied by default and time reverse them (ANIMATION > KEYFRAME ASSISTANT > TIME REVERSE KEYFRAMES). With this method any keyframes already applied to the layer will not be reversed.

Select the “Stylus Radius” option. You can access this by clicking on the black arrow at the top left of the comp (above the Vector Paint tools). You’ll need to be using a pen for this to be useful however.

Slight correction:
Link the Magnify and Bulge effect to the magnifying glass’ Position property, not Anchor Point. You can then adjust the magnifying glass layer’s Anchor point values to get the bulge/magnify to sit in the correct position. Dan probably has a neat little expression but this is how I would do it off the top of my head.John Dickinson
