“Easily adjust and change the parts”, seems to address your concern about it. For the most part, templates are made to be individually customized.
As far changing duration, if you know AE, it’s generally not overly difficult. The big problem, is that most template projects use lots and lots of precomps so that if you want to change element A, it ripples though the entire precomp. Same for Element B. So to change the duration of certain things, you need to change the duration of every single instance/precomp in the project. You probably should look at this free script, rd: Comp Setter, it allows you to select the final comp, make adjusts that ripple back to all nested comps.

For me, the best method is to change your project settings to 709(16-235) and export to the avid codec. If you correctly export video from Avid to AE(double check that your imported footage is in 709). Create your graphic overlays, then when you render, make sure in the codec settings you check 709 you will maintain color integrity throughout. AE will properly map your graphics to that color and everything will be legal in Avid.

Can you use the drop down under layers to pre-compose? Can you precomp, the layers individually?

That’s not the toughest place to start with AE, but you aren’t starting out in the shallow end of the pool. Check out this tutorial: finger beams., it uses the beam effect and motion tracking, the two things you will need for creating the effect you want.
Then you might want to search for “motion track” “text” “object” tutorials, if you need more help. Finally, I would strongly suggest you check out the resources Todd Kopriva has compiled for beginners.

You might be able to write an expression in AE, with an if/then variable, that controls opacity if the audio levels get to a certain threshold. You might try searching the Expresions forum, you might find one that’s already written. Or ask, sure someone will be happy to help.
Quick search for “audio opacity” returned this Change Opacity of image from 100 % to 50 % when bass hits. That could be adjusted to do what you want.

It’s not an effect, it’s just edits(one or 2 frames). I would do it in a non-linear editor, lay one track over the other, and just lift 1 frame, move forward one frame, lift another frame. Do that 15 times and it covers one second of video.

It looks like a glow(or multiple glows), looks like it only affects the hot spots of the video. Another effect that you could play with would be Video Copilot Optical flares. It can track the luminance of layer and apply flares to the hot spots, you might be able to something with that too.
