You don’t need to create an expression. Just go to your Effects/Expression Controls/any one of them and apply it to your precomp that has continuous rasterize turned on. Blending modes re-activate.

One trick I use is when I have a continuously rasterized precomp and want to use blending modes, I’ll apply an Expression Control effect(basically a blank effect) and that re-activates the blending modes.

Keep your animated mask layer, and add the new layer underneath. Now change the track matte(press F4 if they aren’t showing) of the new layer to “alpha matte”. Now you can move the bottom layer while leaving the masks undisturbed.

In the top panel, select your precomp and press “Cntl+D” this will make a new instance of the precomp, “precomp_2”. Then you can step into the new precomp and change the footage. If you have effects on the precomp in your final comp, select the precomp in the final comp and duplicate it. Now select “precomp_2” in the project panel and press “cntl+alt+/” and it will replace the selected precomp in the timeline.

I see no way to do it on one layer. Best solution I came up with is after you animate the line on, duplicate the layer and remove all the keyframes. Under shape change the direction of the arrow under “Path”, that changes the starting point of the path. Then animate the “End” from 100% to 0. Use that layer as a track matte for your dotted line.
Kind of a clunky work around, that wouldn’t be needed if you could keyframe the starting point of the layer. I made a sample project, you can check out.

It’s because the layer is linking to an asset in a different project. Doesn’t matter that the source file is in the same spot on your hard drive, AE needs layer/source to be in the same project.
