If you don’t need a layer, trim it. IE, if the composition is 15 seconds but you only need fractal noise for five seconds trim the layer so that it’s length is 5 seconds. You can set your in and out points of the layer by using “Alt + [” and “Alt + ]” .

Can you take your puppet tool animation and pre-compose(shift + cntl + c), move all attributes into new comp, and then apply shatter to your pre-composition?

If you want a gradual increase in speed with only 2 keyframes, you need a bezier keyframe or easy ease keyframe for the first keyframe.
Select your first keyframe and press “shift + cntl+ F9”, that will create a slow ease out of the first position. If you go to graph editor you can use the handles to determine how slow it takes to ease out of the first position.

Trapcode makes a product called Shine that will do what you want. But if buying new plugins is out of the question, check out this thread. Angie and I come up with a couple of ways of approaching the project, and I even uploaded a sample project that might help you out.

If you go to your effects and presets search box and type in Bad, there are 3 image presets that will also also distort the picture as in your example.
Digieffects also has a set of plugins that emulate distorted tv.
