This effect is not that difficult to achieve once you figure out the drop frame rate you want… which can be very time consuming to achieve. The video example you showed is not a simple example of this effect. In fact, it is a combination of fast and slow motion like effects combined with flash, and solid color, film-negative transitions.

I’ve tried to create this effect with AE (i.e., vis-a-vis time warp effect) in the past and found it to be waaaay more difficult to achieve using AE than using a simple pro-level NLE. I am not sure what video editing software you use, but chances are you can more easily achieve this slowmo/fastmo/strobe combination effect with simple Strobe filters that (in effect)drops frames in combination with the transition effects I mentioned above. Unfortunately, if you are trying to get the effected in your example… the drop frame rate will change dramatically from one scene transition to another…. which can be very time consuming to get the specific effect to work correctly (…which is probably why they used a lot of black background in the video example).

Oh yea, the text changes… same thing… the text was created in a “normal” AE special ink spill effect-like fashion… then, the strobe like effect was added. Which is just one more layer added to complicate things.

Now… for the real killer… sound. Trying to add video sound to drop frames is a real problem if you plan on using the original sound created during the making of the video… in fact, you are better off simply fx’ing all the sound and recreating and adding the sound after you have completed the video. Or, simply dubbing over all the original sound with music and/or voice. Trying to use the original video sound is almost impossible when you use this strobe effect.

…export video in an image/animation format such as TIF, BMP, etc.

…open Photoshop..

…record effect to one video image file in Photoshop,

…batch update with recorded keystokes.

…import resulting image sequence files into ANY video editor (i.e., NLE) or AE.

Done… with EXACT Photoshopt effect.

Sounds more like you need to use Mocha… or be ready to spend a whole lot of time rotoscoping… and even then that may not work… lot depends upon your video.

Sorry,… I don’t use either Vegas or AP…

I use Avid Liquid…

But… I am sure there is a similar filter.

In Avid Liquid it is Strobe option called Linear Timewarp.

Basically, what you are doing is simply removing a frame every x frames and increasing the appearance of the a faster frame.

It seems you are describing a modified strobing effect.

If so, then this is best done with a NLE. It is real simple to do this with a video editing software and not something as complex as AE. In fact, I have never tried to use AE to achieve this effect since I can use my video editors strobe effect to do this with one simple adjustment.

Using the search button in either AE or this site using keywords – Roto-scope, Rotoscope or Rotoscoping and/or auto trace, you will find out how to do what you are attempting.

You will find that what you want to do is very time consuming and requires lots of patients and experience to get correct.

Unless the video is prepared properly for creating a matte using auto trace and/or rotoscoping, it could actually be impossible to do within a reasonable period of time.

On the other hand, personally I use Mocha software application to solve many of the problems associated with roto-scoping… this SIGNIFICANTLY reduces the time required and makes many impossible rotoscoping situations possible.

Ooops… never mind… I was thinking about doubling a frame ever 5th frame… hmmm… BUT, it may be possible to use a negative 5 frame strobe effect (sometimes found in a Time warp filter of an NLE) to remove a frame… don’t know… but, it would be worth a try…. specially since it would make it VERY easy to do.

I don’t know of a way to do this in AE…

…But, I do know a VERY easy and fast way to do it with Avid Liquid.

Import the footage, then add a strobe effect for every 5th frame. That’s it.

If you have a professional level NLE… you might look for an equivalent filter.

You can use what most would do first… use the SEARCH button… and, find other ways mentions in prior post…there are even ways which don’t even use AE…. but, does use PhotoShop.

This can be simple-ish or complicated… lot depends upon what kind of effect you want.

This is a common question… that using keywords “Cartoon Effet” would yield many results.
