I would not be afraid of losing musicality due to the slowdown of that one sequence. Interpolation will most likely cause image quality issues.

Oh, and 24fps movies are only speeded-up in Europe for traditional broadcast and dvd. Not for theatrical, not for BluRay, not for OTT.

24.000fps is still a delivery format. Not for broadcast, but for theatrical and OTT. Obviously, so is 25. But no 23.976 for DCI.

There’s different GoTo’s in MC. In the current versions of the software, they are quite easily distinguished if you open the Move tab in the Command Palette.
The Pink ones take you to the previous or next TRIM, the Green ones take you to the previous or next CUT, the Red ones take you to the previous or next MARKER.
Looks like your settings use the Pink one.

I would absolutely love it if this were possible, but I’m quite sure it can’t be done _inside_ MC.

MC only asks you for start time options of it finds a timecode stamp in the source file. That start time option bears no relevance to actual speed, since that is determined by the sample rate of the file.
My first guess would be that the μ-law could be compressing silences in the track, but I’ll admit that I have zero experience with this type of files. -
How about adding either the Gain plugin or a compressor from the Channel Strip plugin?
