Add a new video track above your current footage. On that track add your text and it will appear over top of your video footage. You can move it to where you want using the pan/crop icon (it is on the right hand side of the text event itself or you should be able to right click and get to it if you can’t pick it out).
And for future reference, Vegas builds layers in such a way that the topmost layer will always be seen. So, if you want something seen and not hidden behind something else, just put it on top in another track. I do believe though that your version of vegas is limited to 3 video track layers.

You will need to use a bitrate calculator. There are free ones online- just search for them. You will type in the length of your movie and tell it what size disc you are using and it will tell you the bitrate you should be using.
If I recall correctly, the consumer versions of Vegas do not let you adjust the bitrate- you are limited to the presets it gives you. If this is correct (I think I read that somewhere) you will have to shorten your movie, use a different preset or use a dual layer disc.

I don’t know why, but every time I tried to add the file via filezilla, it would populate as being empty. However, when I went directly to my host site and used their software, it worked fine.

I don’t know what version you are using of Vegas but I just put this together in Vegas Pro 8.0- hope you can open it (If not, download the trial of 8 or 9 pro from sonycreativesoftware.com and you can open it with either of them.
I have included the files necessary to show you how to do the effect. It is really easy once you know what to do.

Do you have your page file for Windows on the same disc as your captured video? Also, is the disc part of a RAID system? If so, you may want to move your page file elsewhere or attempt to move your file(s) that are in the project to a different hard drive.
What are your system specs and how is your system set up?

You would need to add them to the same directory that the other buttons are housed in on your computer.
This does not speak directly to this issue, but I ran across this a while back when I was looking at some menu stuff in DVDA and found it useful.
