There are many ways to do something like this. I’d do it in illutrator but you could do it in Photoshop.
I’d probably be using the pen tool a lot in Illustrator or photoshop. In Illustrator you could do a lot of pathfinder to add and subtract shapes.

Screen Looks at each channel’s color information and multiplies the inverse of the blend and base colors. The result color is always a lighter color. Screening with black leaves the color unchanged. Screening with white produces white. The effect is similar to projecting multiple photographic slides on top of each other.
Lighten Looks at the color information in each channel and selects the base or blend color—whichever is lighter—as the result color. Pixels darker than the blend color are replaced, and pixels lighter than the blend color do not change.

You should be able to use the batch function. Just set up an action and then batch it.

Check your resolution when you export. Since your saving a vector image into a jpg, Illustrator can convert it into different sizes. I think if you set your resolution to screen it will come out the size you created it in.

There is no way to convert and Photoshop file into an Illustrator file. You are talking about to different kinds of files. You can try to use a program like streamline or in Illustrator CS3 use “Live trace” under objects but I am not sure on how good that works since I’ve never tried it before.
If it is something simple, redraw it. If it is complex with a lot of effects and gradients, you are stuck.

Are we talking about the brushes that you use on a stroked path? That would be changing the stroke changes the brush.

If it is always the same image something must be different. If you rename them, do the renamed images still wait for input?
What kind of input are they waiting for?
