    There are many ways to do something like this. I’d do it in illutrator but you could do it in Photoshop.

    I’d probably be using the pen tool a lot in Illustrator or photoshop. In Illustrator you could do a lot of pathfinder to add and subtract shapes.

    I would create this in Illustrator. Yes, you can do this in Photoshop, but I think Illustrator is better suited for this type of work, especially when it comes to selecting objects to change their color, add gradients, strokes, etc. Much faster and easier.
