The fact that En started OK in the new profile is good. You can now delete the new user account that you created.
In Vista, Encore’s app data folder is here:
C:|Users|[your account]|AppData|Roaming|Adobe|Adobe Encore|4.0
Rename the folder then launch En again. It should start normally for you.

The quickest way to troubleshoot is to create a temporary new user account with administrator privileges, then try to launch Encore from that new account.
If it works, then your App Data folder is corrupted in the original account. Deleting it (location varies by OS) should solve the problem because Encore will rebuild it on launch.

Add a shape or text to the button group, and reduce the fill or opacity to 1%. That should force the object to take up space but still remain invisible.
If you reduce the opacity or fill of the new object to 0%, then Encore won’t recognize the object and the size of the hit area won’t increase.

Blue-screen crashes of Windows, or BSODs, almost always indicate hardware problems.
The most common of these is overheating.
Since Encore transcodes short programs just fine, but crashes on longer programs, overheating is a definite possibility. For longer programs, the CPU and video system have to work harder and continuously for longer periods of time, and that means lots of heat generation.

That is the correct way to make the NEXT and PREV buttons work as you expect. I only have experience with one BD player, but if BD players are like DVD players, then moving between separate timelines with the NEXT/PREV buttons is handled differently by different players. Some will work as you expect, others will only allow the NEXT operation, and some will not work at all.
Another option is to go back to your editing program and export all of the chapters together in a single video clip.

Commercial BDs are likely not authored the same way you are trying to author yours. Using multiple, separate timelines that are designed to be chapters from a single program is not standard practice.
