    Any link so we can see what the problem might be?

    PCs and Macs mainly differ in gamma – or brightnss of the image.

    Other than that – you might be viewing on a terrible monitor on one of the machines?

    You can also use the CutOut filter in addition to smart blur to get your initial look – then trace over those simplified shapes with the pen tool. That’s how I’ve done my imagery at http://www.jayse.us

    If you hate the pen tool, I know a few people that cheat and use the straight-line selection tool.

    Illustrator or Photoshop??

    I might not understand the question – but,

    Ctrl+J in Photoshop – add shift to cut/paste to a new layer above.

    In AI – select the element and drag the lil right-side colored box on its layer to a new layer. This transfers it to the new layer without moving it.

    There’s lots of ways of doing this – does that help?

    As far as the ones that ship with Photoshop – those are copyright free. You can download others from exchange etc. – and those will all have their own copyright agreements built in. Typically they’re free – some want a mention of credit.
