    Well, there are numerous ways. One way is to simply trace a photograph with the pen tool. Maybe increase the contrast on the photo first or posterize it to reduce the image to basic shapes.

    The Smart Blur filter can really flatten out colors and shapes. Some of those images in that little Chef Chris movie had some regular blur as well.

    But, essentially, it’s just drawing the basic shapes that are enough to define the figure and then applying flat color and some blur.

    You can also use the CutOut filter in addition to smart blur to get your initial look – then trace over those simplified shapes with the pen tool. That’s how I’ve done my imagery at http://www.jayse.us

    If you hate the pen tool, I know a few people that cheat and use the straight-line selection tool.
