That varies with each plugin maker. Generally speaking if you can prove that you are the original purchaser and the version you want to install still runs on the new machine- i.e. doesn’t require a paid upgrade to match the OS on the new Mac you’ll be fine. In most cases I’m guessing you’ll be able to just run the installed, enter your license details and be all set.

Only drawback to the crop cut/paste attributes approach is if you happen to reposition or scale even slightly one clip you’ll notice the border shifting as well on that edit.
Instead I would recommend creating a custom matte. It’s better if you have Motion, otherwise start with the Shape generator in FCPX. Turn off fill and adjust the size of the outline and then the x-y scale in the Video tab and you should be able to get the right shape. That will then go as a connected clip over the entire edit and you can still make crop and scale adjustments to the clips underneath.

You could try making a new Library. Then open the Package contents and place all of that folder contents into it. And then relaunch FCPX.

Make sure Group Clips By> is set to None.

You won’t be able to crash record with that combo unfortunately. You’d either need to record to card on the HVX and transfer or get something like: https://www.blackmagicdesign.com/products/hyperdeckshuttle or something from https://www.blackmagicdesign.com/products/ultrastudiothunderbolt

If it were me- I’d update to 10.1 and make everything into Libraries which are a lot more portable. The short of it is- you would need to move the entire 200GB. Which considering hard drive capacities these days is not much to begin with, especially as it sounds like you’ll be moving away from this machine anyway.

The best way is to update the projects and their related events to new Libraries. This FAQ explains how it works:

Hehe- watch out for your terms. “NTSC” typically refers to standard definition 29.97, 480i. HDTV is HD.

I don’t know your clientele. If you think they’ll be looking at it more in SD than in HD I could see the use. Personally, I haven’t had a standard definition monitor in my bay for at least 3 years.
