Ah! I sorted out the problem. This machine is missing a LUT.

I should note that this only happens when I’m dragging something, holding the mouse button down.

Yeah it’s very odd. You can see how different the export is from the timeline

Both timeline and export were viewed on a 27″ iMac with retina 5k. I viewed the export in Quicktime and VLC.

Have you tried starting a new project file and moving the footage in question into it’s own time line? If so do Premiere encounter any errors? It could be a trans-coding issue.
