figured it out…to anyone who’s interested…you make sure pitch is not maintained when you adjust speed and then afterwards add a pitch shifter effect and adjust the cents and semi-tones.

This sadly didn’t end up working.
It has to do with TC Offsets. Apparently.
I didn’t know how to do the match frame into source monitor.
In the end I just ended up putting TC burn ins on the source footage and using those burn in TCs to cross reference with that weird QT time.

I’ve seen this bug…sometimes you just have to close out of the program and re-open and you’ll get your audio back. Also try muting then unmuting the track.

Ha! Aaaand I uust discovered you can have a MARKERS window open so you have an actual VISUAL of the descriptions of all the markers. Not unlike subclips. Thank you.

Try exporting all your audio out of premiere at the same bitrate and then reimport it.

If you can isolate one instance of a “crackle” without speech in it in Adobe Audition you can try to highlight it and right click and “Capture Noise Print” Then in the menu select Noise reduction in Effects.
You can also try spot heal or auto heal…
