Timecode is recorded automatically. Not possible to set it afterwards.

Duplicate the clip on a higher track, add a garbage matte to this duplicated clip to cover just the area you want to adjust and add color correction or brightness correction.

That applies to CS2, not to CS3. SteadyMove is not compatible with CS3.

If that is your work flow, I suggest you connect your camera to a TV and note the time codes you want to capture, but I prefer capturing everything with HDVSplit. I can then remove everything I don’t want and proceed with the parts I like.
