There are a number of ways to achieve that sort of effect.
One way is to use the After Effects Cocoe Battalion system. It was used to create a similar effect in there spot https://cocoe.com/?go=ibercaja and I have used it myself https://g2bproductions.com/2011/04/05/rit-sportszone-webextras-bump-2/. This has controls built in for randomness.
You can download it here ->https://cocoe.tumblr.com/post/182735282/after-effects-cocoe-battalion-some-time-ago-we
You could also try and create this using a real particle system using either the ones that come with ae, like cc particle systems, or trapcode particular.
You could also make your own expression that offsets the position of of the layer before. Here a tut on doing that https://greyscalegorilla.com/blog/2011/03/de-sync-expressions-tutorial-by-sebastian/. you could then add some randomness to it.
hope this helps,

Yes you can. You can create two layers and set the bottom one to alpha or luma matte. Then you need to enable the brush tool and the brush. You can then open the brush’s panel (window > brushes) and you adjust the brush size like in PS.
Hope this helps

I would say expressions are indeed useful, especially for tasks that are dull or repetitive. I’m sure you could make or there might be one already that divides layers by markers and splits them. There is one already that I use that uses markers to render out still frames.
Depending on your how much your into it, it might be worth learning or at least gain an understanding enough to customize expressions. If you don’t feel the urge to learn you can check out sites like https://aescripts.com/ that make use of expressions and other AE scripts to improve your workflow.
Just my 2 cents, hope it helps somewhat.

The project should export lights as long as you have it setup to export lights in the settings so I’m not sure about what’s happening there.
But if you want just the data of the movement of the object you have to apply a external composting tag on it. Then it will export as a null or solid if you check the box.
hope that helps

If you are referring to the way they tilt and angle the screencast video it looks like standard After effects 3D(2.5D) movement. I would suggest checking out the tuts here in the 3d section, https://library.creativecow.net/tutorials/adobeaftereffects/3d or https://www.videocopilot.net/tutorials/.
There also is a really good break down of a really cool netvibes video animation by mattrunks doing more cool stuff with after effects 3d https://www.mattrunks.com/blog/motion/netvibes-showcase-2010-ma-derniere-realisation/. It’s in french so you will have to translate it with google or something.
hope that helps

You can do this via Xpresso , https://robertleger.net/blog/ is a good place to learn.
Or using the driver tag in the character tags menu.
Hope this helps

You could put the lights in a clonner then set it to object mode. Then you just place you object in the slot and adjust the clonner and light settings.
When you use deformers the object will deform and the lights will follow the points.
hope that helps

I’m not sure if a effector can effect the dynamic clonners in that manner or I haven’t figured it out yet.
Some options you could try is setting the dynamic to trigger on contact so they fall once they are hit with some thing. Then just run something through them above and have them fall.
You could also use mograph selection tool to set a group to fall at once then another. Though this might not work for a lot of individual items.
The last idea I have is to use a particle emitter that launches out a set amount of coins then stops. You could apply a dynamic tag and they could fall on the ground and settle.
Hope that helps and if you figure out a better way please share.
