You can load presets into Vegas Pro using the free app Sony Preset Manager 2.0.
Can you provide a link to the site that you downloaded from and the name of the template. It may be easier if we take a peak at your source.

If it is the paid Studio version you may get technical phone support from here: https://www.blackmagicdesign.com/support/ scroll down for the contact information, if you do not have a serial number they will not help.
They offer various user, learning tools on a pay basis, but I have never heard of a pay-as-you-go service, maybe, I’m just not aware.

When you click ‘OK’ from the Plug-in Chooser (as your screenshot shows), you can not see the Vibrato FX, is that correct?
It may be hiding behind your Windows Taskbar. Is your taskbar locked onto your Windows screen? If so unlock it and see if enough of the FX shows up to grab and slide it up.
You could also try a Vegas reset, hold down the ‘Ctrl+Shift’ keys and select ‘Yes’, this will reset all the Vegas settings back to their original installation settings (although it may not restore you FX if the FX is hidden behind the task bar). You should also check the box ‘Delete all cached application data’ before you click on ‘Yes’. That will delete the pesky build up cached application data that sometimes will cause Vegas to do strange things.

Hi Rick,
The results are a lot cleaner by eliminating every other frame (kicking down 59.940 to 29.970) than trying to create every other frame (kicking up 29.970 to 59.940), so I would tend to produce the combination of your source media to 29.970 fps.
However, with that said, your project with your source may be an exception. If I had the majority at 59.940 with maybe 5% 29.970, and the majority of the 59.940 was fast action sports type footage, I may opt to produce at the higher frame rate. Because shooting fast action at 59.940 usually present a smoother view than the slower 29.970.
To turn 29.970 into 59.940 the program can simply duplicate a frame to fill in (not very good results), or it can interpolate and build what the program thinks the new frame should look like by comparing the previous frame to the later frame and building it by guessing with mathematics. Some program and methods are better at this than others, and some source media subjects are better than others. It is up to you the viewer whether you like the results and are they acceptable for your purpose.
So rather than a general rule I like to approach it on a case by case basis, although I tend to shoot most of my action type videos to be viewed on something like Youtube at 59.940 and other stuff at 24 fps. I also make a decision before I start a project, what will be best for viewing and the project and try to keep all the source media matched (not always easy to do!).
So, I most likely every thing I have said, you already know!

I’m not going to be of any help. I assume you are loading your source from the media pool into the source viewer, and this clip is not in the timeline. You want to trim it then place it in the timeline. If that is correct, the longest clip I have is about 50 minutes and following that workflow I can see your issue.
When I used Vegas I never used the trimmer as I found, for me, cutting and editing in the timeline to be faster. So, in Resolve, I do sometimes make rough in/out trims in the Master Bin from the clip thumbnail (as they added to Vegas Pro 16 with the thumbnail hover scrub), then drag that to the timeline and make further fine tuning (down to the frame) cuts using the timeline viewer and drilling down/zooming (Alt+mouse wheel) in on the timeline to the frame level if necessary. With Resolve 16 beta I have been using the Cut page which works similar to the Edit page and will position the cut head down to the frame, which for me is pretty quick and accurate.
Perhaps there is a way to expand the source viewer to slow down the play head movement for more accuracy, but it is going to rely on a more experienced Resolve user than myself. It will be interesting if there is a way and the how-to. Most likely it is pretty simple. I assume you have read the manual and found no mention of it.
BTW, I switched from Vegas Pro 15 and have never looked back, although I do keep current it what is going on in Vegas from Magix.

I have absolutely no inside information. However it is my guess the will release 16b2 before they release 16.0 stable, if there is every a stable release in any new version NLE point zero version. We do know Blackmagic is very aggressive in their update releases and many, like myself, have had very little problems with 16b1. I monitor forums like this one and the Blackmagic Support page for new releases. There is also a new release feature in 16, that I will see how it works, but of course if you roll back to 15, you will not have.

Vegas Pro 15 has a Smart Upscale FX that you may want to try (it also has a denoise setting). Also a search for something like ‘Vegas Pro FX Chain Order’ may reveal some users suggestions on the basics of FX chain orders if Francois does not reply with something specific. There are so many combination, I have found trial and error to be my friend. I find a frame that is a good sample for improvement, then I save a snapshot (in png format), bring it to the timeline and apply adjustments to that and change the order of FX’s around to experiment. Also, when using the Sharpen filter, less is more! And any denoising filter will suck the system resources, so once you have a setting you like, you can turn it off while you work and finish other adjustments and turn it back on before rendering.
But I think the basic and biggest problem is cutting down the noise and applying a color correction and grade that you like. Avoid sharpening if you can and if not, use it sparingly.

That sounds like a beast of a machine. If I were not retired and did not have so many other budget busting activities, I would probably have that or some type of workstation, but for now my little box is doing what I need it to do. Good luck in the future, it would make sense for the workflow you are in to upgrade to something you know will work.
