Mpeg2 will not hold up well to re-rendering.
What kind of editing do you need to do? There are programs that will let you edit Mpeg2 without re-rendering such as Mpeg Wizard.

Mpeg 1? Mpeg 2? Both these will degrade very quickly when re-rendered.

If you are bringing in the file as an AVI and encode to Mpeg in DVDA, then yes, the Mpeg files are created using just the defined in and out points.
If you import as Mpeg, then the whole file is used regardless of where the in and out points are set.

I find it quickest to load the media into the trimmer where I can zip through it and just pop the cutaways into their own track that I can draw from as needed.

Right-click in the media pool and choose Select Timeline Events (though it’s not always easy to see exactly what’s highlighted).

If you create the whole background video to be as you describe (including the buttons), you could combine that with invisible buttons in position over the ones in the video. They’ll be there the whole time, you just won’t see ’em.
