The first thing you should do is upgrade to DVDSP 4. The movies you rent in stores aren’t authored or encoded in DVDSP. Theses folks have spent many thousands of dollars on encoders using prestine, original transfer masters so that counts for alot.
What are your bitrates for your 78 min piece?

SECAM is just a modified version of PAL. DVD only supports PAL and NTSC. A PAL disc will play fine in SECAM land.
Also, NTSC discs will play in almost all PAL players as well

DL burning tends to be a pain sometimes. First off you need that break point to be non-seamless (see manual). Also burn the disc straight out of DVDSP. third party buning apps tend to chose thier own layer break which might cause problems.

You would need an authoring app. that supports multi-audio streams. PC or Mac?
