BTW Quicktime will slow you down on the transcode since the player is only 32bit in Windows and it doesn’t thread as well as Adobe’s Media player.
The Quadro 6000 does have significantly lower specs than most of the current GPU’s. You might want to reference that comparison here:

I always recommend that with no reason not to convert it. Cineform is good for converting any H264 or AVCHD media but especially GPro 3 4K.

If you get the team version, $479 per seat up to 5. then the pricing drops.

They probably had a client convert compressed media and the color space was all off. Many don’t have the drive setup for dealing with uncompressed media even when just file writing on conversion

If you use uncompressed media then there should be no issue in converting from Quicktime to AVI. Just use uncompressed Quicktime and convert to AE’s Lossless AVI.

Yes any of the Decklink cards can be used. Likely the Player would be the element down converting the preview but if not then the Decklink card would. The video card would if the output was from the video card.

With the Decklink card you will be fine with the full version. I am not sure about the free version.
