You’ll also find that to clear either the in or the out independently of each other, you can use Option+I and Option+O.

What you need is an alpha channel transparency – although I’m not 100% sure that FCP will let you do this is this situation…
Otherwise, just use the video you have rendered out, and use the crop settings to trim down so that just the TC box is visible. You should be able to do this on the actual source clip (before putting it on the timeline) so that it is pre-cropped to that size every time you use it.

Export a Quicktime file, and import it into DVDSP.
Create a track, and set the “end jump” for the track to the track itself.
Make the track autoplay, and burn the DVD. It’ll only stop playing when you stop it.

Depending on your image, one of the FCP keys might get you by – key out the white background. This is a pretty rough and ready solution, though. You’re best off getting your head around doing it in Photoshop or something similar as Todd suggested.
One of the gotchas I have found, is that FCP will sometimes render a 1-pixel wide line around the edge of the file, alpha channel or not. If you go into PS, make a file the size of your video, and position the watermark exactly where you want it and at the right size to avoid weirdness. Fiddle with the opacity in FCP.
Format-wise, PSD files will also carry an alpha channel into FCP.

I’ve been asked for this a few times of late – except the other way…PAL to NTSC.
Again, to echo Todd, I haven’t come across a DVD player yet that won’t do some sort of crude standards conversion on the fly. The results you get from an in DVD player playback conversion is about the same as doing it as a software conversion unless you have a third-party product like Nattress. You could also take your file to a duccing house and get a hardware conversion done, but I’m guessing that will cost about as much if not more than buying the software to do it.
I have done it straight out of QT, and also let the DVD pplyer take care of it – the image quality doesn’t take much of a hit, but there’s a slight amount of jerkiness in the frame rate, most noticeable when things are moving.

Your project will only get later if you don’t give info with your questions.
What is your hard drive setup? What are you capturing from? How much space do you have on your hard drive (in total and remaining)? What format are you capturing in? have you had this problem before? What kind of system are you using? Wat version of FCP are you on?
This is basic stuff when asking a question. If you keep asking “How long is a piece of string?”, you may end up getting ignored. Please keep it in mind for future posts. The more info the better.
If you can post answers to these, I’m sur we’ll be able to help you out.

Have you moved any media?
What may have happened if you have moved or lost your original media, is that if you have an effect or filter on the clip in question and it has been rendered, final cut will be looking at the render files – but the original UNDRENDERED media may still be offline.
If this is the case, the second you make a change to your clip, you’ll need to re-render, and the missing footage will become a problem.
If you make no changes, then you should be able to export without problems, but I do recommend trying to get to the bottom of the potentially missing file anyhow.
