It’s like that your project (or sequence) settings don’t match your source clip.
It’s also possible your source or program monitor is set to draft quality.

That’s not entirely suprising since I have never seen someone post a problem about this, so unfortunately there is no precedent.
My best suggestion is to contact Adobe directly and get it sorted out in real-time.

It can be done, but would be rather tedious. That is a job for a special effects program like After Effects.
See this rotoscoping tutorial for using PPro and Photoshop.
You will also find links to many free tutorials in the PremiereProPedia that will quickly show you how things are done in Premiere Pro.

Absolutely, yes.

Like any tool, to be able to use it properly you need to know what you’re doing.
It is unlikely that you will be able to use PPro without learning the basics from the manual or tutorials.
